Windsor resident charged with statutory sodomy in Johnson County

JOHNSON COUNTY — A Windsor resident has been charged with statutory sodomy in Johnson County Circuit Court.

William Ray Pullen has been charged with an unclassified felony charge of first-degree statutory sodomy - deviate sexual intercourse with a person less than 14 years old and an unclassified felony charge of attempted first-degree statutory sodomy.

Pullen pleaded not guilty during his arraignment on March 29.

According to the court’s probable cause statement, a member of the Johnson County Sheriff’s Office received a report on Sept. 4, 2020, from the Knob Noster Police Department regarding a sexual assault that occurred in rural Johnson County.

The victim told law enforcement that Pullen had performed oral sex on them when they were about 6 years old between August 2005 and August 2006 at a rural Johnson County residence.

The victim went on to say Pullen also encouraged them to perform sexual acts on himself, but the victim stated they got scared and did not perform the act.

The victim also stated Pullen had made them watch adult pornography on a computer at the residence. 

The victim stated that the next morning, Pullen told the victim that he had shown the victim a sex toy, not his genitals, the previous night.

According to the victim, Pullen had told the victim that if they told anyone about what happened, he would “go to jail and bad things would happen.”

A Sheriff’s Office detective states in an interview with Pullen, he admitted to having the victim watch pornography and showing them a sex toy, stating he was teaching them “good touch, no touch.”

The detective states Pullen further advised that during the same event, he tickled them in bed and touched his nose to their genitals.

Pullen had previously been charged with an unclassified felony charge of statutory sodomy or attempted statutory sodomy - deviate sexual intercourse with a person less than 12 years of age and a class A felony charge of first-degree child molestation that he was accused of taking part in between January 2019 and May 2019 in Jackson County.

Pullen’s preliminary trial in Johnson County will be scheduled at a later date.
